Woningbehoefte verschuift

Al een aantal decennia strijden bewoners van vakantiewoningen om het recht om daar het gehele jaar door te wonen. Blijkbaar leeft er bij een groep mensen in de samenleving een sterke behoefte om hun vaste woon – en verblijfplaats op een recreatiepark te hebben.

Hier kunnen financiële redenen aan ten grondslag liggen of juist het genot dat wonen in een natuurlijke omgeving biedt. Deze wens kan ook verband houden met het gegeven dat het park nog maar weinig toeristisch perspectief biedt. Hoe dan ook, veel gemeenten in Nederland worden met deze wens geconfronteerd. Waar het vraagstuk in feite op neer komt is om het recreatiepark te transformeren tot een nieuwe woonwijk. Provincies en het Rijk staan inmiddels positief tegenover deze ontwikkeling. Deze lijkt dan ook niet meer te stoppen. Inmiddels zijn er al een aantal gemeenten in Nederland, zoals gemeente De Wolden in de provincie Drenthe, maar ook in Brabant (gemeente Oirschot), die deze transformatie inmiddels vorm en inhoud hebben gegeven.

Rechten en verplichtingen

Het wiel is uitgevonden en de beleidskaders zijn geschetst. Uitvoeringstechnisch is het dan niet meer dan knippen, plakken en zorgen dat de voorwaarden zijn afgestemd op de individuele omstandigheden van het park. Hoewel maatwerk wel van belang blijft. Niet ieder recreatiepark is geschikt om deze transitie door te maken. Wat WIJ! betreft staat niets het gemeentebestuur van Oisterwijk en de vertegenwoordigers van de daarvoor in aanmerking komende recreatieparken in de weg om aan de hand daarvan verder in overleg met elkaar te treden om te kijken of tot realisatie van deze wens kan worden gekomen. Daarbij moet wel in ogenschouw worden genomen dat waar een recht wordt gecreëerd er een verplichting ontstaat. Zo mag van de eigenaren van de recreatiewoningen worden verwacht dat zij financieel bijdragen aan investeringen in infrastructuur en overige voorzieningen die nodig zijn om hun percelen op hetzelfde niveau te brengen als die van een doorsnee woonwijk in andere delen van de gemeente. De waarde van hun bezit zal immers stijgen.
