Structurele krapte op de woningmarkt
Natuurlijk is het voor elk gemeentebestuur een speerpunt om iedereen die in haar gemeente wenst te (blijven) wonen daartoe de mogelijkheid te geven. Het is eveneens begrijpelijk dat er een roep is vanuit de inwoners om hier dan ook zorg voor te dragen. Als we kijken welke factoren van invloed zijn op de woningmarkt, dan is dit makkelijker gezegd dan gedaan. In de eerste plaats is Nederland een van de dichtstbevolkte gebieden van de wereld. Levensruimte is schaars en dat zal zo blijven. Vanuit de rijksoverheid wordt er immers een actief beleid gevoerd om de Nederlandse bevolking via immigratie te laten groeien tot meer dan 20 miljoen inwoners. Dit betekent dat de vraag naar woningen groot zal blijven.
Woningbouw: stroperige procedures
Op het aanbod van woningen zijn er ook een aantal factoren actief. De schaarste aan geschikte bouwlocaties, provinciale quota, langdurige en bureaucratische bestemmingsplanprocedures, welstandscommissies, bezwaarschriftprocedures, duurzaamheidseisen, stijgende bouwkosten en de onuitputtelijke plannetjes van de gemeenteraadsleden zelf, om maar wat te noemen. Verder hanteren gemeenten het beleid om de maximaal ‘haalbare’ grondwaarde aan de kopende partij te vragen. Dit heeft vervolgens weer invloed op de financiële haalbaarheid van het bouwproject zeker als de ontwikkelaar ook nog wordt verplicht tot de bouw van sociale woningen. Dit is voor elke belanghebbende in dit proces als balanceren op de rand van de afgrond. Als we dit allemaal in ogenschouw nemen, dan mag ieder initiatief om binnenstedelijk woningen (generatieproof) te bouwen worden toegejuicht.
Wat is de weg naar realisatie?
Als we aanvaarden dat al deze factoren een sterke negatieve invloed hebben op het aantal woningen die worden gebouwd, dan betekent dit voor het openbaar bestuur dat zij er alles aan moet doen om ruimte en voortgang te creëren zodat bouwprojecten een kortere doorlooptijd krijgen door bureaucratische hobbels weg te nemen en ideologische gedreven toetsingskaders, zoals verduurzaming, zoveel als mogelijk achterwege te laten. Het is de verantwoordelijkheid van de ontwikkelaar, eventueel in samenspraak met toekomstige bewoners, om daar vorm en inhoud aan te geven en om met een (financieel) haalbaar en passend stedenbouwkundig plan te komen.
Ook de welstandcommissie draagt hier een verantwoordelijkheid door een welwillende houding aan te nemen ten aanzien van bouwprojecten die aan haar worden voorgelegd. Niet alles is per definitie fout!
Voor inwoners betekent het dat hoe groot de verleiding ook moge zijn om tegen een nieuw bouwproject te ageren of een visie te geven hoe deze zou moeten worden ingevuld, het wellicht belangrijker is om een grote mate van terughoudendheid te betrachten. Het is immers van tweeën een: of je wenst dat er wordt gebouwd en ondersteunt dit of je frustreert dat proces juist en belemmert daardoor woningzoekenden.
Hetzelfde geldt voor de politieke partijen in de gemeenteraad. Je kunt van alles willen, micromanagen totdat je erbij neervalt, als daardoor het project voor alle betrokken partijen financieel niet haalbaar wordt, dan schiet je er uiteindelijk niets mee op.
We weten dat de beste stuurlui aan wal staan en dat inspraak in de Nederlandse samenleving in hoge mate wordt gewaardeerd, maar het is uiteindelijk aan de schipper om het schip veilig aan de kade te leggen.
