Vier jaar nadat een snoeihard rapport van de parlementaire enquêtecommissie de woningcorporaties maande zich te beperken tot hun kerntaak, gaan die woningcorporaties doodleuk aan de slag met de zoveelste nevenactiviteit: verduurzaming. Jan Paul Visser is daar niet gelukkig mee.
De Nederlandse woningmarkt zit vast in een web van wet- en regelgeving waar de huidige problemen rechtstreeks uit voortvloeien. De nieuwbouwdoelstellingen worden jaar in jaar uit niet gehaald en wachttijden voor sociale huurwoningen gaan sinds de laatste schatting van 2017 in de regio’s van Amsterdam en Utrecht richting de 9 jaar.
Schandalen
Het is juist nu noodzakelijk dat de beleidmakers daadkrachtig optreden, maar van sensibele, weldoordachte plannen lijkt nog geen sprake. In plaats van zelf op te treden wijst de politiek naar de woningcorporaties. Maar de realiteit toont een niet zo florissant beeld van de woningcorporaties. Een simpele zoekopdracht naar ‘schandalen bij woningcorporaties’ levert een zo grote hoeveelheid leesvoer op, dat het voor de Tweede Kamer aanleiding was een parlementaire enquête in te stellen naar het woningcorporatiestelsel.
Een voorbeeld van zo’n schandaal is de miljoenenroof bij woningcorporatie Stadgenoot waarover De Telegraaf op 8 januari berichtte. Een senior financieel medewerkster bleek jarenlang elke maand een bedrag van tussen de tien- en twintigduizend euro naar de rekening van haar dochter te hebben overgemaakt. Dit komt neer op een bedrag van 120.000 tot 240.000 euro dat jaarlijks werd verduisterd. Totale schade: 2 miljoen. De gokverslaafde vrouw heeft deze praktijken tussen de 8 en 17 jaar kunnen uitvoeren zonder opgemerkt te worden door de bestuursorganen van de woningcorporatie.
Keiharde conclusies
De motie voor de parlementaire enquête, die op 20 maart 2012 werd ingediend door CDA-Kamerlid en huidig burgemeester van Weesp Bas van Bochove, werd unaniem aangenomen, een zeldzaam teken van saamhorigheid in de Tweede Kamer. Het hieruitvolgende rapport werd aan de Kamer overhandigd op 30 oktober 2014 en de conclusies zijn keihard. Er zou sprake zijn van ‘wanbestuur, bestuurscrises of ernstig financieel mismanagement’, soms zelfs in combinatie. Tevens bleek er in ‘opvallend veel gevallen’ sprake te zijn van ‘zelfverrijking’ en wordt er gesproken over een gebrek aan een moreel kompas.
Het gebrek aan een moreel kompas is een groot risico voor een instelling die met publiek geld is opgericht en/of gesubsidieerd wordt. Het is natuurlijk lastig om op te treden voor de zwakkeren in de samenleving als de directeur immer één oog, of zelfs beide ogen, op zijn eigen buidel heeft gericht.
Kerntaak
Het rapport concludeert dat de woningcorporaties belangrijke tekortkomingen vertonen op de volgende gebieden: (1) de interne governance, (2) de kaderstelling en regelgeving, (3) het externe toezicht, (4) de financieringssystematiek, (5) de democratische legitimering, (6) de doeltreffendheid, (7) de doelmatigheid, (8) de transparantie en (9) de legitimiteit van het bestaande stelsel.
Het rapport sluit af met maar liefst 18 aanbevelingen om het stelsel te verbeteren. Eén daarvan is terugkeren naar de kerntaak en het begrenzen van nevenactiviteiten.
Ed Nijpels
Het is nu aan de politiek om met deze en de andere 17 aanbevelingen in de hand een plan van aanpak te smeden voor het woningcorporatiestelsel. Maar het is de vraag of de politieke wil er is deze boodschap ter harte te nemen. Vier jaar na de publicatie van het rapport van de parlementaire enquêtecommissie, op 21 december 2018, presenteerde Ed Nijpels het Ontwerp van het Klimaatakkoord waarin woningcorporaties worden aangewezen als ‘startmotor’ van de verduurzaming van de Nederlandse woningmarkt. Deze uitbreiding van het takenpakket van de woningcorporaties staat haaks op het advies van de parlementaire enquêtecommisie dat takenpakket juist in te perken. Ofwel de beleidmakers hebben het vernietigende rapport van de enquêtecommissie niet gelezen, ofwel ze gaan er moedwillig tegen in. Geen van beide is geruststellend.
